Trump is not taking sanctions seriously
Trump celebrated the House passing an Obamacare repeal bill that failed in the Senate. When Congress passed unanimous, bipartisan sanctions against Russia, he did the absolute bare minimum. To Trump, democracy isn't a priority.

Donald Trump declared victory when the House passed a bill, even through the Senate had not — and did not — pass it.
But when Congress passed unanimous, bipartisan sanctions against Russia for interfering in the 2016 U.S. election, what does Trump do?
First, nothing.
Trump was supposed to implement those sanctions, passed last summer, by Oct. 1, but he missed the deadline.
Then they were supposed to produce a list of Russian oligarchs, but copied their list from Forbes magazine.
In March, they announced new sanctions against Russia — “a pretty small first step” said the head of Center for American Progress’ Moscow Project.
After President Obama sanctioned Russia, Trump thanked Putin for retaliating.
